It deals with more background information and shows how Edward's actions are effecting Bella. Really, this was a hard one to write. But, I hope it helps to show some of the lesser characters in more detail. Alice comes off as a bitch in her interaction with Bella in this chapter. This was intentional. I get that a lot of you are used to her as the "caring, but strict' best friend in most stories. That is not going to work here, because there is no room for it. Besides, I don't think it's believable. I've never met anyone in RL that meddlesome without being sort of a jerk.
Okay, done with the rant.
